Total Commander CE and Standard File Explorer are file explorer programs. While Total Commander CE is a great file explorer, it is not used (and I doubt it can be used) to browse through files while you are in another program. To elaborate, if you are sending a new email and you try to insert a file into the email, that is the file exchange dialog I am talking about. This is totally different things. It opens and handles ZIP files and ftp connections. And is very small. And is free.
